The Supreme Administrative Council, in its 95th meeting dated 1381/02/06 approved the following resoultion based on the proposal of the country’s Management and Planning Organization. The resolution aims to organize records management, establish coordination for the storage of written (printed and handwritten) and non-written works and records, papers, correspondence, offices, and other national records in executive bodies and silimiar entities. Additionally, it aims to facilitate the maintenance and access to records, reduce related costs, and prevent duplicate tasks.
- The National Archives Organization of Iran, with all its duties, facilities, powers, credits, manpower, property, records, and commitments has been excluded from from the Management and Planning Organization of the country since 1381/08/01. It has now been merged with the National Library of the Islamic Republic of Iran and its title will be changed to ” National Library and Archives of the Islamic Republic of Iran”.
- The National Library and Archives of the Islamic Republic of Iran is obligated to:
- Review and implement the tasks of the two organizations mentioned above, and take action to calculate and integrate similar, repetitive and parallel tasks, missions, and units.
- All the tasks and research units of the consolidated organizations should be organized in one organizational unit and the relevant units should be merged together.
- The specialized duties and missions of Iran’s National Archives and the National Library will operate in the form of two independent vice-departments under the title of National Library and National Archives with independent programs in the annual budget laws.
- The said organization is obliged to prepare its organization within a maximum period of three months and submit it to the approval of the country’s Management and Planning Organization in accordance with the provisions of the above clauses.
- National Library and Archives of the Islamic Republic of Iran, according to the Articles of Association of the National Library of the Islamic Republic of Iran, approved on 7/2/1349, is valid in all cases, except for those that contradict the aforementioned Articles of Association.
Note (1): The National Library and Archives of the Islamic Republic of Iran can delegate executive functions of the National Archives Organization of Iran in the field of sale and destruction of redundant papers and records to executive bodies.
Note (2): The National Library and Archives of the Islamic Republic of Iran is obligated to sell the buildings and facilities that are not required for the implementation of this resolution. The proceeds from the sale, used to comply with the relevant laws and regulations for completing buildings and semi-finished facilities, carrying out additional plans and purchaing the necessary equipment. The country’s Management and Planning Organization is responsible for implementing the necessary legal facilities of this clause.
- The duties related to organizing the archives of the executive bodies and regulating the maintenance and archiving methods are performed by the Management and Planning Organization of the country.
- The National Library and Archives of the Islamic Republic of Iran is obligated to compile and communicate standards related to cataloging, indexing, and network creation to the documentation units and institutions of the country within a maximum period of 6 months in order to standardize and utilize records.
- All documentary units related to the country’s institutions, such as the Ministry of Foreign Affairs, the Presidency, the Institute of Contemporary History Studies of Iran, affiliated with the Foundation of the Underprivileged and Veterans of the Islamic Revolution, the Islamic Council, etc., are obliged according to the rules and standards announced by the National Library and Archives of the Islamic Republic of Iran, to catalog, index, and scan records and to be included in the records network of the country. This should be done in such a way that, according to the schedule, all record units are connected to the national archives network by the mentioned organization.
Note: The country’s Management and Planning Organization is obliged, after studying and examining the activities and position of the records units of the ministries, organizations, institutions and non-governmental public institutions, within a period of three months, to propose the consolidation, determination of the position and merger of those units. Those who have the necessary solidarity and authenticity in the National Library and Archives of the Islamic Republic of Iran should be submitted to the Supreme Administrative Council.
- The organization of Management and Planning of the Country is obliged to provide the necessary credit to relevant institutions and units in order to fulfill the tasks stipulated in this decree and to improve the way of keeping national records and to make cataloging, indexing, and scanning of national records and creation of the country’s records network possible.
- The National Library and Archives of the Islamic Republic of Iran is obligated to plan in a manner that, in accordance with the prescribed standards and appropriate classification, while maintaining all the information of the country’s national records in a timely manner, in the event of requests for record information by relevant institutions and individuals, it should be provided to the applicants, particularly the record owners, within a reasonable and appropriate time as the instructions approved by the National Archives Council.
- The National Library and Archives of the Islamic Republic of Iran is responsible for the proper implementation of this resolution, and the country’s Management and Planning Organization is obliged to report the implementation of this resolution to the Supreme Administrative Council.
